Pastor Hairston founded Pentecostal Covenant Church (PCC) in June of 1995 with his wife and family. The church began with two families. Since then, God has truly blessed their work. Prior to starting PCC, Pastor Hairston served as the Assistant Pastor at the Grace Apostolic Temple in Seattle, under the leadership of Bishop Roland E. Hairston.

In 2004, Pastor Hairston was elevated to District Elder under the Honorable Bishop Curtis E. Montgomery, Diocesan of the Pacific Northwest District Council (PNDC), the 17th Episcopal District of the Pentecostal Assemblies of the World Inc (PAW). He was later elevated to Sfg.
